Removing Upward Growing Sprouts On Grafted Weepin Cherry Tree

my grafted weeping cherry tree has developed upward growing limbs (3 to 4 ft in length) just in this last year. This being the last part of july, can I remove these limbs safely, or do I have to wait until fall ?

You can remove them as soon as you notice they are growing straight instead of weeping. They likely are growing from below the graft. It is preferable to immediately pinch off any suckers you see growing below the graft. If allowed to grow, they may take over the tree. Here is more:
