Redbud tree and what can be planted near the base of the tree

I just had a red bud added to my community garden today and it is about 70 inches tall and three inches in diameter. Is it alright to plant small colorful annuals or perennials near the trunk of the tree?

Select flowers that are similar water requirements.
Keep the plantings at least 2 feet from the trunk.
Avoid using mechanical cultivating of the soil.
Mulching around the flowers and tree will help with moisture retention.
Keep the mulch from a small area around the trunk.
