Red Tip Photinia Disease

What is the best treatment for the fungus on my photinia bushes? We have three bushes planted in a row. Each year, we have the fungus growing on the leaves. We have tried anti-fungal sprays without much luck. Is there anything else to prevent the spread of this?

Treat the plant with neem oil. It is both a fungicide and a pesticide, so it will treat both scenarios. Here is more information:
