Red Tip Photinias

Is it too late in the year to plant red tips? I have mostly sandy soil and maybe a month of fair weather left here in south Texas.

If you have about a month of good weather left, that should be enough time for them to become established. If you get any kind of frost, mulch around the base of the plant for the winter just in case it did not fully establish. That will keep the plant safe from the cold.
