I have a red maple tree that has green maple shoots growing off of the lowest part of the tree. Is this normal, and should I cut them off?

If you have a red maple, Acre rubrum, then yes, it is normal for there to be some green leaves. In fact, most of the leaves will be green during the summer, and a few may be green at other times of year.
