MY 3 YEAR OLD RED BUD TREE IS ONLY BLOOMING NEAR THE TRUNK.THE REST OF THE BRANCHES ONLY HAVE LEAVES. IS THIS NORMAL? WHAT CAN I DO?

A Redbud does take to about to the age of 4 to bloom. It may not be mature enough yet.
