Q.Red Acer leaves have not come out this year

Our red Japanese Acer still has not leafed, except at the bottom of the tree where the leaves have come out. Do you know what might be the problem? It looks as if there are shoots, but very slow growing, and may dry out.
What do we need to do? Prune the tree?

Does the tree branches bend or snap off?
If the tree branches bend there may still be a chance your tree will come back.
If branches are snapping off it may be that your tree has died.
The bottom growth of shoots your seeing is most likely growth from the grafted root stock.
You can prune away the sucker shoots.
Provide water to the tree and wait and see.
