Yucca Tree Damaged by Frost

The top of my Yucca tree was damaged by the cold weather, so we cut away the part that had gone soft to see if the rest of the tree could be saved. We now have shoots coming out of the bottom of the tree, so we have cut the tree back to about a foot high. Should we leave these shoots, or should we take cuttings from them to form a new tree? I would like advice on what to do with these shoots.

you can do either. sometimes the yucca will send out a shoot form the top also
