Re Withered Leaves On A Plum Tree

I have a tree and the leaves are wittering and dying despite me spraying them with bug clear. Have you any idea what is causing this and what can be done about it?

This has many causes, so finding the exact one will be required to be able to treat the issue.

I suspect Peach Leaf Curl, which can also destroy plums.
