Q.Jasmine Vine for fence

How much space needed for planting? I have a patio encompassed in fence. The space between fence and concrete is about three inches. Would that be enough?

Unfortunately, three inches is not enough space for a planting. What I would do is plant the jasmine vine in a container with a trellis (which you can place against the fence) as demonstrated in the following article:

Then, you have the added benefit of easily overwintering the jasmine:
