This could be due to an issue with Raspberry Bud Moth. The larvae of the moth attack unopened buds, where they tunnel inside and cause extensive damage to the plants. As a result, the plants may not put out any fruit. Remove affected buds and any damaged canes or branches. Treat with appropriate insecticide.
