We are making a raised garden out of old livestock water tanks. Do we need to cut out the bottom for drainage?

Yes, it is always a good idea to provide drainage, as this is necessary for healthy plant growth. So unless this were to be used for moisture-loving plants, I would definitely advise the implementation of drainage holes.
