If you mean it is an elevated bed (self contained) then it is typical to place a layer of rocks or pebbles at the base then cover this with compost or a soilless mix. I have even seen people use used coffee grounds as a growing medium.
If you mean a raised bed placed on the ground, the ground will serve as drainage and you can fill with compost or good quality top soil.
