Why can lucky bamboo be grown with the roots covered with water, but if grown in soil the soil cannot be allowed to get waterlogged?

If potted in soil they can become infected easily with a fungus or bacteria such as Root Rot.
Growing in water you can keep a close eye on the health of your plant and it’s roots.
