Why is my pussy willow blooming catkins in August now, it has bloomed this February already, what’s happen?

Catkins normally develop in early spring, followed by leaves and blooms.

Was your shrub dormant prior to now? Did you shrub have the leaves and flowers this spring?
Has the weather been cold or extremes in temperatures?

Is this a new planting? Environmental stresses can effect the growth of plants.
I would wait it out and see if the shrub corrects itself next season.
