Will cutting to far back still provide new growth?

Here are instructions for pruning a dogwood that should help you determine if it was cut too far back. You should get new growth no matter how it was cut, but if it was "topped" you will get undesirable thin growth that goes straight up and is called water sprouts. You will need to remove those if you see them next spring.
