Pruning dappled willow

Our dappled willow has become out of control. We have pruned it several times. Right now it looks like it’s mostly dead, with several thick stumps and very little new growth. (I know it is early spring yet.) I want to know if I remove the older dead wood if the new shoots will continue to grow.

It is a bit early yet, my Willow are just beginning to wake up, nearly the last shrubs in the garden to show leafing.

You an remove any dead plant material from the Willow at any time.
