Pruning Crepe Myrtles

Is there any way to keep the limbs from growing back on the trunk of the tree around the base at ground level?

In my experience, the incidence of regrowth gets less as the plant gets larger. I do not know of a way short of wrapping the truck to eliminate this and then it will still come up from the root..
