Will it hurt the bush if I cut a couple of inches off after it already has buds on it.

Lightly trimming a burning bush (Euonymus alatus) after it’s already budded won’t hurt it—especially if you’re just taking off a couple inches for shape. These are resilient shrubs and can handle minor pruning almost any time. Just avoid heavy cuts during active growth, as it can stress the plant or delay blooming. For best results, do major pruning in late winter or early spring before buds form. But for light touch-ups in your zone, you’re totally fine.
