Pruning a Crepe Myrtle

My neighbor has a large crepe myrtle tree outside near his carport. I have noticed for the past several years he takes a buzz saw and cuts every branch way down on the tree. Why would he do this, and does it harm the tree in some way?

No, this should not harm the tree. The best tools are sharp, clean shears or pruners. The angles are not so important, but you do need to decide on a style and shape before starting. Technically, you can’t cut them too short, they are very resilient to pruning. But, they can end up looking funny looking if they are cut very short, so do so with caution.
