Propagate Daphne Bohlua By Sucker

Question

Hi I have an established Daphne Bohlua ‘Jacqueline Postill’ that has produced suckers. When is the best time to attempt to detach and grow on the suckers? I would imagine that it’s after flowering in late Feb/March??

I've read that it only needs tip pruning but you can cut stems to take inside. It is best to only prune when the shrub is actively growing, otherwise there could be problems.
