Q.Problem With Tomato Plants
I know that tomato plants should not be planted in the same ground every three years but if you are is there anything that would help the harvest as now just a few tomatoes where I used to get plenty.

You need to check your growing conditions. So many things can go wrong with tomatoes (disease, pests, environmental, pollination, watering, fertilizing) that it could be unrelated to soil conditions. I don't see a zone for you, but if your weather has been hot lately, tomatoes won't set fruit above 90 degrees F. during the day and 70 degrees at night.
