Problem With Crape Myrtle Tree

I have a crape myrtle tree that is about 9 years old. It has something on the leaves that makes it ooze out sap, making them sticky, and drops on the ground. They are tiny, about the size of a large pin head, and there are webs that hang on the branches. We live in the central valley of California and in the winter I trim the tree back to main branches so it does not get too big since we live on a small lot on a lake. What do I have? If it is scale, I do not see any on the branches, only the leaves. What can I do about it?

If you spray the tree down with a nozzled hose, that will knock off most of them. After that, you can treat the tree with a chemical or organic pesticide.
