Preventing webworms

I have been told that webworms spend the winter in the ground and that if I apply a granular insecticide to the grass around the base of the tree, from the trunk to about ten feet out (ten-foot radius from the trunk) in late winter or early spring, that the worms will be killed as they emerge from the ground. Is this true?
