prevent beet eaters

My tiny, tender beet shoots keep getting nibbled and they are in raised beds so I don’t think it is rabbits. Is there anything I can sprinkle (cinnamon?) that will make these critters/pests stay away?

Slugs can level tiny tender beet shoots completely. I would recommend looking for them, with a flashlight in hand, at night.Here is an article that will tell you how to deal with garden slugs:
