Poorly thriving impatiens plants

It appears that something may be eating the flowers and leaves from all the plants. They did very well for the first two weeks but now they have lost all the flowers and the tiny leaves are disappearing. The leaves that remain do not have little holes.

This sounds like the work of Slugs.

They come in the night and can devour plants and they are not seen.
