Ponytail Palm

I have one that is about 8 yrs. old and this spring, I noticed that the very top where the new shoots come out, was like it had been cut off, so now I don’t know if any other shoots will come out or not. Can you advise?

This can cause the death of the plant; but give it time as I have heard of gardeners being surprised by some new growth.
