My cat scratched the ponytail and now there are some growths on the ball. Can I cut them off and plant them, and will they grow? Thank You.

If you are referring to the 'pups' that will grow off of the main plant bulb, yes, you can remove these and propagate them.
If there was damage to the plant base and it created a scab of some kind in healing, do not try to remove this growth.
