Ponytail palm

My tree is planted outside in full sun most of the day and seems to be doing well. However, it has developed a small trunk and tree looking thing in the center of the the top of the tree where growth happens. The new tree is now about 3-4 feet high. Is this normal? What should I do about it?

This is normal and is part of how the ponytail palm propagates itself. You can leave the “pups” in place, or remove them and replant them as described in these articles:
