Ponytail Palm

I have a ponytail palm that is pushing our brick fence over and we need to remove it. The tree is 2.5m high and the trunk size is 1 m.
Do they have wide root systems? There is a branch halfway up the trunk about 50cm in length with leaves – can I propagate this as a pup? Is moving these usually successful and if not what is the easiest way to remove it (i.e. cut it off like a palm and let the base rot)?
