Pod or Bulb Disease Infected

I don’t know what type Sago we have, but it is a male sago and the seed pod or bulb growing in from the middle got really high and yellow. I thought it would open and have new leaves, but unfortunately it started turning brown and has decreased in size and looks like it is dying and will not open up. Should I cut it off and see if it grows a new one or what? Should I fertilize more even though I just did a month ago?

Yes, you can remove the male flower.
