Q.Plumeria Will Not Leaf Out

My 3 year old plumeria has “stalled” and will not fully leaf out. It has been in full sun and I have used general use miracle grow. The 3rd pic is a plumeria I just rooted this year. No evidence of root rot.

It appears that it could be rootbound! I would, either, chop off the bottom 1/3 and replace of the soil (when it cools off in Autumn, and during dormancy) or put it into a, stlightly, larger container without cutting anything off. Either of these will help. Here is an article for more information:
