plumeria cutting

We bought a cutting in Hawaii and brought it back to NM. The directions said to soak it in water until roots sprouted. It’s been a warm window sill with direct sunlight and has sprouted three leaves but no roots! This has happened just over the last few weeks as it warmed up. I don’t want to keep the cutting in the water longer than necessary waiting for roots but I am also hesitant to transplant into sand with no roots – can you advise?
This was a special memento from our trip and I want to help it flourish!

Plumeria propagation from cuttings is quite easily done.
