Plumeria

The new leaves coming are deformed in shape. What could be the problem?

Often deformed leaves can indicate a pest issue.

Inspect the leaves for signs of pests.

Neem Oil is a good treatment and also works as a fungicide.
Plumeria can often be effected with Rust fungus also.
