why potted Hyacinths have not sprouted green tips

Why have my hyacinths not sprouted green tips? I planted them according to instructions in middle of October. Kept moist and in dark cupboard in garden shed.

Were they chilled bulbs? Hyacinth need to be chilled before they will set. Check out the section on “Cold Treatment” in this article for how to chill them:
