Plants that cope with high wind and low temp

We live in Mountain, Queensbury, 1220 ft above sea level, with the highest wind speeds in Europe (70/80mph normal and Feb – Mar 120 mph). Gusts cannot be measured on a weather station, due to the wind, and temp of -10C is normal in winter but can drop as low as -20. We cannot grow any hedges on the farm but the house is a little sheltered. I have a small garden and would like to know what are the best plants to grow. I want to form a border around 4 ft, hopefully to create a barrier.
