You can start by looking up native plant nurseries in your area. Most of them sell seeds as well as nectar and host plants for monarchs and other butterflies. Make sure the butterflies are indigenous to your area. There are plenty of online resources.

Some nurseries will have seed combinations that you can plant for your wildflower garden that will contain host and nectar plants.

I think I would plant some annual seeds and buy some of the perennial plants. Perennials can take up to three years to bloom, depending on the species, so start off with some transplants.

Monarchwatch.org is a good resource for information on creating monarch waystations. It also gives a list and description of many milkweed species. It's best to use those that are native in your area.
