Planting Wisteria

Question

Can I cut a branch of this plant to plant? If yes, should I put it in water first and wait until roots grow and plant it? Does it kill the tree it wraps itself into? When is the right time to plant it? I don’t see them being sold in Pike’s Nursery, Home Depot and Lowe’s. This is if I can’t plant a cutting from the vine.
