Is it too late to plant flowering vines? I live in zone 9. Which vines can I leave in pots and are good for full sun?

In most cases it is best to plant new vines in spring or fall.
You can plant now but will need to take extra care and precautions to keep the plant watered. New plants have little protection from heat and drying winds of summer.
Visit your local greenhouses and garden centers to see what is available in your growing area.

Verify the soil type that you have.
