Q.Planting Seeds In Fall
I would like to sprinkle package perenial seeds this fall, I am assuming the they should grow as if they would have come from an existing plant. Secnd can I do this with snap dragon seeds?

This depends on the exact perennials that you are planting. Many do use the cold to stratify for spring. though.
Your snapdragons can be sown in fall or spring. Either way is acceptable. Once you get some established, they can be started from cutting. This article will help:
