Planting Hosta ‘bulbs’

I recently received Hosta ‘bulbs’ or ‘rootings.’ I have two questions:

1) should the entire ‘rooting’ be covered under 3-4 inches of soil?
2) at this time, should they be planted outside or in containers inside until spring?

It’s important to dig the planting area wide enough, Hosta roots spread wide not that deep.
Plant the Hosta bare roots with the roots down and the eyes pointed up, they can be slightly below the soil surface.
Remember to water well and let the soil settle. The roots will start to grow fairly quickly for Hosta.
