I bought two Saint Theresa grape plants from Burpees and the branches never budded, but after 4 weeks new shoots came up from the roots. Then, I bought two more from Stark brothers whose branches were already in leaf and when I planted them they continued to grow and flourish. My question is this, are the shoots coming up from the Burpee roots the same plant as that which is growing from the Stark Brother branches? I ask this because I wonder about grafting.

Since most grapevines sold today are grafted stock you right in your concerns.
This link has a great overview of bud growth due to winter kill.
I also would contact the seller, as most reputable sellers will guarantee plants for 1 year.
