Do plant diseases such as rust, black spot, powdery mildew, and blight affect all areas of the United States? When are these diseases active?

Yes, all of those named do affect all over the US. Mostly they are seen while plants are growing outside, but a few, like powdery mildew, can be seen on houseplants year round.
