Pinyon Pine Tree

Question

My Pinyon pine tree looks about 90% dead , BUT it still has some green sprouts towards the inside upper branches of the tree . I love the tree and would do just about anything to save it……but am I just wasting time. PS , the tree does seem to have a lot of the hardened sap all up and down the trunk and branches.
