Q.Pindo Palm dead?

I live in South Carolina and this year has been unusually cold. Our 2 Pindo palms fronds have turned all brown. We cut off all of dead fronds and the middle brown parts. Inside the middle it there is a very thick milky substance. Are these palms dead?

Your Palm may have developed a fungal disease.
