Pieris katsura leaf problem

The beautiful leaves of this pieris, which I am about to plant, suddenly have a light tan color to the upper side of the leaf and tiny black, shiny, inky-looking spots on the underside. This all happened very rapidly. Can you tell me what is going on?

This would appear to be Aphids.

Treat the plant with Neem Oil.
