Q.Pieris Japonica Not Changing Colour Or Flowering

Plant is in a large pot, healthy green foliage, just not flowering or changing colour, is in a sunny/shade position

It depends on the cultivar you have in regard to a change in colors although that is usually seasonal. The new growth on some varieties is red, changing to green. It won't bloom till next spring, but it will develop the buds this summer or fall. It needs full to part shade so you may need to move it to a shadier area. It also prefers a fertile soil that is acidic. It will not do well in alkaline soil. These articles should help:
