Photinia Red Robin

How can I take cuttings of Photinia Red Robin? I have already taken the tips of branches, 3 leaves down, put them in vase of water but after 3 weeks there are no roots appearing. What should I do?

If the water doesn't work, you may need to start again with fresh cuttings and place them directly in soil.
