Q.Pests on My Hibiscus Bush

What can I use to get rid of whatever is eating the lower leaves off my hibiscus bush? We cannot use any pesticides or fertilizer in Pinellas, County until the rainy season is over in October. Also, when is a good time to cut my bushes back to get them to look fuller. They are young plants about 3 feet tall but looking kind of scrawny.
