Pest Or Disease On The Shrubbery?

My shrub has either a pest infestation or a disease. What do I need to do to get rid of it? Are you able to help out? Thanks !

It looks bacterial to me. Copper fungicides will be best, since this isn't something that you won't eat. This article will help:
